This fertile large town is sparsely populated (8,048/sq km), covers 0.51 square kilometers, and roughly has a diameter of 805 meters.

Elklag has a Temperate Deciduous Forest climate, which is characterized by warm and wet summers with mild and dry winters, and has spring, summer, fall and winter seasons. Winds in the region are continual and the temperature is generally chilly with strong variation. Precipitation is moderate, and the sky is partly cloudy.

Elklag sees a trinary star overhead: Bec, a massive blue star; Abac, a small yellow star; and Luj, an average brown star. Elklag also has a single moon: Chado, an average briliant silver moon. In the night sky, you see nothing unusual.

Visitors are greeted with a destroyed stone stockade that is 3 meters tall. The city wall protects the core 100% of the city, with 5 towers spread along the 2.94 kilometer wall.

Elklag is governed through an oligarchy, where control is exercised by a small group of individuals whose authority generally is based on wealth or power. The government as a whole is seen as horribly inefficient. Officials in Elklag are often seen as incorruptible and the policies are feared. The political influence of Elklag in the region is spreading due to food shortages in the region. In times of crisis, the population turns against itself.

Elklag is ruled by General Ghezin se Ghessen. The General has been in power for several decades and is revered by the people. There is minor opposition to the General and policies. The right to rule was granted by revolution, and that power is maintained through vague threats and a constant state of fear.

Laws are enforced by a grifters, and are strictly enforced. Justice is served by a magistrate, with a common punishment being community service.

Crime is common. The most common crime is domestic disturbance. The imprisonment rate is 0.22% of the population (9 adults).

Elklag has a reverent attitude towards the military. Their standing army of 534 citizens (13%) is at the ready, with a reserve force of 308 (7.5%).   • In olden times, a serial killer named Khalzor frequented the countryside. Villagers say that if you face her, you will be killed.
  • Legends tell of Gkutegd's Needle, a possessed needle with the knack to answer any question. It has been lost for ages.
  • Long ago, the townsfolk of Downshall lived happily. Things were always nice, but one day a ghoul named Anlak took over the town. The townsfolk tried to stop the ghoul, but were caught. Along came a hero named Donic Giacosford, who was a skilled storyteller. Donic had an idea to slay the ghoul by using magic to banish it. When Donic Giacosford faced the ghoul, Donic Giacosford tricked Anlak and rescued Downshall.
  • In days gone by, a cyclops named Kunk haunted the region on gloomy days and was drawn towards misbehaving children. Folks say that if you face her, you will be driven mad.
  • Legends tell of Gwalenai's Tiara, a cursed tiara with the capability to grant wishes. It hasn't reappeared in years.
